Eligibility for membership in the Fourth Degree requires submission of an application to any assembly, provided the applicant meets the following criteria:​

- Is over 18 years of age.
- Is a citizen of the country where they reside.
- Is a practical Catholic in communion with the Holy See.
- Has completed the Exemplification of Charity, Unity, and Fraternity.
- Is currently a member in good standing.​

The Exemplification fee, determined annually by the Board of Directors, includes a lapel pin, a social baldric, and a ticket to the Exemplification Banquet. Clergy members are exempt from paying initiation fees and Assembly dues.
